Title Quality of Management and e-Government in the Digital World: An Exploratory Study

Abstract This study aims to analyze the concept and applications of electronic management and government through concise review of literature and field survey of a sample of 700 Employees working in public, private and mixed sectors institutions in Jordan. The study revealed relative scarcity of studies in the area of electronic management especially in Arab management literature. It also showed respondents misunderstandings of the concept of EM mixing it with some relevant issues such as websites, links and computer applications in administrative and financial affairs. This may reflect ambiguity in the EM concept on the part of surveyed sample. Respondents’ raised some serious obstacles, which are expected to hinder the introduction and application of EM in Jordan. These obstacles include legislative, institutional, technological, human, and financial barriers. The study recommended the adoption of strategic plans based on the assumption that electronic management is not a mere technological change, fashion or ready package but rather a totally new philosophy in management. The introduction of and transformation into EM or EG need many complementary requirements including legislative, economic, institutional, socio-political, and other adaptations as well as universal vision and international cooperation, special conferences and seminars, and further studies on different aspects of electronic management.
