Title The Development Process of the Approval Methods of Land Subdivision Plans in Riyadh City

Abstract The process of land subdivision can be summarized in such away that a large size raw land can be divided into smaller parcels, which can be developed and constructed. This includes the various types of ownership (private, semiprivate, public, and semipublic). This process shall be regulated and supported by standards to avoid any abuse of the rules and regulations, and subsequently avoiding negative implications on the society at large. This study aims at examining and analyzing the development process of the approval methods of land subdivision in the city of Riyadh from the time of authorizing the first master plan for the city of Riyadh in 1393 H. (1973 G.) until now. This will enable professionals to learn the fundamentals of the process stages since establishment. This will enhance the ability of knowing the impact on the quality of land subdivision and urban form of the city, and to formulate a set of recommendations for the betterment of land subdivision process in the city of Riyadh. The prime objective of this research is to analyze the development process of the approval methods of land subdivision to alleviate the future land subdivision projects for Riyadh in particular and for the kingdom in general. The methodology of this research was based on previous information furnished by Municipality of Riyadh. The researcher divided the information into two categories, the first, covered the period prior to the formation of the planning committee (1393 to 1417 H.) (1973 to 1997 G.), and the second, after the formation of the committee (1418 H. to present) (1998 G. to present). The researcher realized primarily on the types of changes in the rules, regulations, standards and planning process but did not, however, involve the evaluation of planning regulations and standards used in the approval process of land sub-division. The researcher concluded with a set of recommendations to develop the approval methods of land subdivision plans. This comes as an enhancement to the functional as well as the administrative evaluation for what has been accomplished in the second period for the sake of optimizing the benefit for the Kingdom at large.
