| Abstract |
At the end of the twentieth century and since the cold war has ended, the world has been characterized by changeable world balances and the launching of new plans aiming at achieving a more comprehensive domi-nation and more suitable to the parties dominating the world order. In light of these changes, the regional orders particularly the Arab regional order have been exposed to intensive changes in order to absorb and adapt to the new events. After the second Gulf war and the entrance of Arab-Israeli conflict to the final settlement stages, the Arab region specially in the Mediterranean and the Middle East has been crowded with these plans. The study aims at discussing and analyzing the basic issues surrounding these two plans and illustrating their risks. |
