Title The Evolution and Future of the Saudi Public Sector: An Analytical Outlook

Abstract The study offers a critique to the (rentier state) model for its conceptual ambiguity and limited analytical utility. Instead, the expansion of the Saudi public sector is seen here as a mainly political phenomenon that may be explained by political conditions that were similar to the experiences of most Third World countries. Newly established modern states utilized the public sector to deepen their legitimacy, expand their authority, and establish their modernity. An examination of the complementary relation between the Saudi public and private sectors reveals the costs and limits of the relation as well. Recent reform efforts were thus badly needed and may pave thc way for the potential implementation of the declared privatization program. However, there is still an urgent need to develop a comprehensive strategy of privatization, detailing its rationale, and clearly stating its structural requirements.
