Title Creativity Organizational Obstacles Facing Administrative Development Employees in Saudi Governmental Institutions

Abstract Administrative development has become ongoing activity that depends heav-enly on creativity, and we cannot expect any administrative developments today hom the employees of the administrative departments unless we have creative employees working in these departments and they are not hindered by any creativity organizational obstacles. Thus the research problem of this paper has been centered around the creativity organiza-tional obstacles facing these workers. This study was limited to investigate some organizational obstacles to creativity facing people working in administrative development departments.These obstacles are the following: The absence of leadership support, change resistance, lack of motivations, hight cost of creativity, work pressure, inflexibility of rules and regulations, difficulties in rela-tions, and the unfairness of performance appraisal measures. This study has defined the effect of each obstacle on creativity and has discovered some difficulties and relations among the obstacles and between them and some personal characteristics. It has provided some recommendations to deal with these obstacles and to improve and enhance the ability of the creativity of administrative development employ-ees.
