The Attitude of United Arab Emirates Federal and Local Government Employees towards Performance Appraisal System

Abstract
The objective of this study is to evaluate performance appraisal systems which are used in the United Arab Emirates at both the federal and local levels. It presents a number of indicators for effective performance appraisal measurement which could be used in the UAE at the federal or local level, and to look for possible ways of improving the existing systems. The sample is of900 employees in local and federal government in UAE. The results indicate ineffectiveness of the present system of performance appraisal in the UAE, whether at the federal or local level, and therefore it is not achieving its objectives. It also shows that systems of performance appraisal at both the public and private sectors need improvement in terms of their objectives, their criteria and a coordinated system of report writing. The study concludes that present system of performance appraisal in the UAE needs rethinking so as to cope with modem trends.
