Title The Practice and Competence of Managerial Skills in Public Agencies: An Empirical Study

Abstract Based on the critical role that public managers play in managing public agencies in the kingdom of Saudi Arabia, this study is intended to find out the managerial skills that practiced by public managers and the extent to which they are competent in exercising them. In addition, it aims to examine the most influential factors in explaining managers’ skills competence. To achieve these goals, the researchers design an instrument to measure skills practice and competence. Assuring validity and reliability, it was administered to 400 employees in many public agencies. The response rate was 57.5% which is about 230 employees. Feeding the data into computer, several statistical methods were used including mean, standard deviation, and regression analysis. The study found managers always practice some skills such as working in the spirit of teamwork, great interpersonal relationship, etc.; often practice some skills such as dealing with customers complains and writing reports; sometimes practice some skills such as data analysis and strategic planning. Also, it was found that managers feel competent in some skills such as working in the spirit of teamwork, great interpersonal relationship and less competent in some other skills such as data analysis and strategic planning. The most influential factors found in the study that explain managers’ skills competence were skills practice and to some extent educational level. Finally, a number of practical and academic recommendations is presented.
